As Promises2Kids expands its life-changing programs and support for current and former foster youth throughout San Diego County, the organization has welcomed Justin Apger to its board of directors. Mr. Apger and his board colleagues enhance Promises2Kids’ ability to continue serving over 2,000 current and former foster youth annually. This leadership growth is strategic as Promises2Kids purchased and opened a 30,000-square-foot property in early 2026, laying the foundation for expanded impact.

Justin Apger Brings Diverse Expertise
As COO and Executive Vice President of the Downtown San Diego Partnership, Justin Apger leads the day-to-day operations and drives future growth for the organization of more than 150 employees. He has served on the board of numerous local nonprofits. After witnessing the challenges that close family members experienced in the foster care system, Justin became dedicated to supporting Promises2Kids’ mission to equip foster youth with the tools, opportunities, and guidance they need to overcome adversity and build brighter futures. He is a resident of the Talmadge neighborhood in San Diego.

Tonya Torosian, MSW, CEO of Promises2Kids, states, “Each board member brings a deep commitment, valuable expertise, and diverse skill sets that will strengthen our ability to support foster youth. As we look toward fully leveraging our new campus, our board members will provide invaluable leadership, expertise, and vision as we create new opportunities and deepen our impact.”
